The Evangelical Lutheran Church in Zimbabwe (ELCZ) Assembly elects the Lutheran Development Services (LDS) Board Chair who heads the Governing Board of the organization. The other seven members of the Governing Board are elected by the ELCZ Church Council. The Governing Board reports to ELCZ Church Council through the Annual General Meeting convened special to receive reports of the Board and provide oversight to the work of the LDS at a higher level. The Board approves the LDS Strategy and policies of the organization as well as providing guidance to LDS Director and management.

LDS governance involves three entities; the church council, board of directors, and senior management collaborating to ensure goals align with the organisation’s mission and values.
Church Council
Promotes unity and co-operation within the Church and among the Dioceses in the spirit of oneness.
Board
Attends to all matters of the development of the community and institutions in Zimbabwe on behalf of ELCZ and in doing so, it takes into account the general terms of reference of the LDS.
Management
At LDS senior management assumes multi-faceted roles as strategic leaders, resource managers, relationship builders, and ambassadors. They provide the vision, guidance, and oversight necessary to fulfil the organisation’s mission and create meaningful social impact.
Institutions
Thusanang Evangelical Lutheran Church in Zimbabwe Western Diocese Trust and Lutheran Development Services are both diaconal arms of the Evangelical Lutheran Church In Zimbabwe working collaborately in implementing Sexual Reproductive Health and Rights programs. Thusanang is a registered Trust, involved in community development. It is currently involved in the implementation of an Adolescent and Young Peoples (AYP) project known as Adolescent and Young People Resilient Project in Gwanda District.
